DfT requires authorities to submit detailed plans as to how they propose to use the funding. The plans must indicate, for example, how many services are being started anew, or improved, how many lost services are being restored etc. On approval of the plans, DfT will then release the authority’s pre-determined allocation. The funding will be provided as a single payment in 2020-21, and where possible DfT wants to see the funding used in that financial year, but they understand that there can be a need for financial support over more than one year to ensure a service level is maintained where it is not possible to kick-start an ongoing commercial operation. Local authorities are therefore allowed to spread this funding over a longer time period. Devon has a strong record of bus service support and in particular for using external funding to kick-start new and improved services and we can be confident of using this new funding to good effect. However, it has to be pointed out that public expectations are already exceeding the scope of the new funding. Our allocation is £985,778 and whilst this is a significant amount, it will not transform the whole bus network. Our proposed approach is therefore to use the funding to strengthen or restore services which demonstrate the strongest likelihood of being sustainable, either commercially, or within ongoing support budgets and criteria. Short-term commercial viability is unlikely. If it were likely, those services would be operating already. The best and most realistic prospect is therefore to mostly build on existing services rather than start entirely new ones where the risk is greater. In support of this approach, the DfT guidance states that consideration should be given to how the funding can be used to benefit the most people most quickly, including extending the existing hours or frequencies of current services. At the same time, a rural County such as Devon will reasonably expect the benefit to show a geographical spread and not be concentrated purely on the most viable urban and inter-urban routes. We believe the best way of addressing this is to ensure that the service proposals bring a consequential benefit for those rural areas along the route. We propose to utilize the funding over a maximum period of two and a half years. The draft list of services to be developed with the funding appears in the table. (Some of these items are still subject to the outcome of competitive tenders and price quotations.) The list has been developed in line with the following proposed Devon guidelines, which in turn have been designed to be consistent with government requirements and our own bus service support criteria. 4(i) Improvements to current supported services which perform well against current support criteria and where the improvement is also likely to perform well; 4(ii) Restoration of lost bus services, including consideration of those services or parts of service withdrawn or reduced in the budget-led cuts of September 2015. Possible restorations will be those where patronage was relatively good, or where a restoration is likely to attract good patronage with some future possibility of meeting the support criteria; 4(iii) Extensions to commercial services, or new services, where the bus operator sees a reasonable prospect of the extension becoming commercially viable at the end of the funding period, or sustainable within the support criteria; 4(iv) Account will be taken of: – Consultation responses at the time of the County Council budget-led service reductions in September 2015; – Responses from the March/April 2020 consultation on use of the new Government funding; – Previous correspondence from Devon residents, district, town and parish councils, bus user groups and other contacts; – Representations by County Councillors on behalf of their constituents; – Correspondence from Devon MPs. 4(v) Consistent with the decision taken in 2015/2016, new or improved services will not be provided if they are primarily for travel by school pupils not statutorily entitled to school transport assistance from the County Council. The support criteria referred to are the maximum subsidy per passenger limits which are consistently applied to Devon County Council-supported local bus services and which have been varied from time to time to reflect priorities within available budgets. You can buy a single ticket (one way) for any bus journey. Prices vary depending on how far you travel and the ticket can be bought from the bus driver. If you are going to come back on the same day it’s cheaper to buy a day return ticket. Day returns are available for many journeys and the ticket can be bought from the driver.  There are normally no return fares available if you are not coming back the same day, so you would need to buy two single fares. Please note that Stagecoach town/city services within Exeter, Barnstaple and Torbay do not sell day returns but they do offer DayRider tickets – see details below. Remember, if you are travelling together as a family, or a group, it may be cheaper to buy a group day ticket than separate day returns. For example: two adults and three children, with one child aged 17, travelling from Sidmouth to Exeter would pay over £34 for separate day returns. A Stagecoach group explorer ticket costs £20 and allows the use of all Stagecoach South West buses on that day. Why reduce the need to travel to work? Many employers now offer the opportunity for employees to work from home, hold meetings by telephone or video conferencing, or work a condensed week. Reducing the need to travel to work can benefit the employer by: Reducing required workspace by having more staff working from home or at work hubs Increasing staff morale by allowing flexible options for staff with difficult or stressful journeys and facilitating a work-life balance that suits the employee Being seen as a considerate employer which could benefit staff retention Increasing the safety of staff by avoiding having to travel in bad weather conditions Work Hubs Many people in Devon face a long commute every day. By encouraging employees to work from a local work hub you can cut your carbon footprint and save your company money. Devon Work Hubs offer local workspaces that provide the opportunity to travel shorter distances, along with the freedom to arrange meetings and days in an office environment without the long commute. Workers can find their local work hub and take advantage of the hot desks available. Visit the Devon Work Hub website for more information. Working from Home Benefits for employers A 2025 study by King’s College London listed the following benefits of working from home for employers: Higher productivity: Employees working remotely were 10.5% more productive after the transition to home working. Improved service performance: Productivity gains were driven by shorter call durations, with employees benefiting from quieter home environments. Access to a wider talent pool: Remote working enabled the company to recruit from a broader geographic area, including rural locations. Greater workforce diversity: The firm attracted more women and other underrepresented groups, increasing the potential recruitment pool. Higher-quality recruitment: The company was able to attract more educated and experienced employees through remote working arrangements. Potential for lower staff turnover: The study suggests that combining remote working with effective initial in-person onboarding can support stronger performance and retention The Chartered Institute of Personnel and Development included similar findings in their 2022 update on flexible and hybrid working practices. Benefits for the ennvironment Allowing staff to work from home and so reducing the need for travel, also beneficial to the environment if they have a long commute by car to work. This can contribute to meeting company targets for lowering emissions related to travel. Flexible Working Hours Allowing flexible working hours can allow people to carshare more flexibly or take public transport. A flexible–hours scheme usually involves working a set of “core hours” – perhaps 10am until 4pm, with the ability to vary the hours either side of this. It might also be a good idea to allow staff to build up hours one week in order to work less another week, if this works for the company. This will allow employees to work more flexibly based on their personal lives, while allowing them to still work full hours. You can find out more about various options for flexible working hours on the National Government website. Compressed Working Week An increasingly popular option is the ‘compressed working week’ where staff condense their working week or fortnight by working longer days. For example: 4-and-a-half-day week – Half a days’ worth of additional hours, are worked up during the week, allowing for a half day to be worked on the Friday 4-day week – All hours are worked in four days instead of the usual five, normally spreading out the usual hours equally over the four working days 9-Day fortnight – Staff work two weeks’ worth of hours over nine days instead of the usual ten. The hours from the day taken off, are then split between hours worked during the first and second week. These arrangements can be offered as permanent working hours for staff who may regularly need a shorter day each week or can be offered as and when a member of staff needs it. ## More information *https://www.traveldevon.info/accessibility/devon-access-wallet/more-information/* What is the Devon Access Wallet Scheme? People with disabilities often find public transport difficult to use and can find the experience stressful and isolating. This can reduce their confidence to travel independently. The Devon Access Wallet scheme has been developed to help make journeys by bus or train easier for anyone with communication difficulties, people with disabilities, deaf people and those whose first language is not English. It will also give transport staff a better understanding of the requirements of all disabled passengers. Devon County Council has worked in partnership with First Devon & Cornwall, First Great Western and Stagecoach Devon to devise the scheme. How does the scheme work? The wallet has been carefully designed with a fluorescent orange cover to let transport staff know that people carrying it may need help with their journey. Inside there are plastic inserts containing information in a written or pictorial format in order to communicate with staff. The access wallet contains plastic pockets into which words can be placed to describe where the passenger would like to go, e.g. city centre. In addition there may be a picture or photo to help both staff and the passenger know where they need to get off. Other information or questions to help make the journey easier for the passenger can also be placed into the wallet. These could include: Single or return fare please Can you please let me know when we get to my stop? Which platform do I catch my train from? Emergency contact details Who can have an access wallet? Any person who has a disability, learning or communication difficulties, who is deaf or whose first language is not English may have an access wallet. When can you use your access wallet? You can use the access wallet at any time of the day, seven days a week. Where can you use your access wallet? You can use the access wallet on any bus service in Devon and any Great Western Railway train service. Does the access wallet give you free or discounted travel on the bus or train? The access wallet does not give you free or discounted travel. If you are over 60 or disabled you may be entitled to free bus travel in Devon or a Senior or Disabled Persons rail card. If you or someone you know would like an Access Wallet please email or call us on 01392 382123. ## National Bus Strategy – Devon’s Response *https://www.traveldevon.info/bus/bsip/* In March 2021, the government announced a new National Bus Strategy Bus back better – GOV.UK (www.gov.uk). Alongside the delivery of this strategy, there was an expectation that local transport authorities work towards forming “Enhanced Partnerships” with their local bus operators. This will also include the development of a Bus Service Improvement Plan. Devon County Council formed an Enhanced Partnership with bus operators on 17th October, 2022. Find out more about the DevonBus Enhanced Partnership. We have also published our agreed Enhanced Partnership Plan and Scheme. Please find below a link to the latest version of Devon County Council’s Bus Service Improvement Plan (BSIP).  This latest version was updated in June 2024 following the new BSIP guidance from the DFT which was released in January 2024. Devon County Council’s BSIP 2024 v 3.0 June 2024.pdf In addition to our 2024 BSIP, and following the DFT’s funding award for 2025/26, this document details of our BSIP Delivery Plan for 2025/26. More information on the delivery of our capital BSIP schemes can be found on our Transport Planning webpages. This contribution can be complementary or supplementary to the work of the Council or other agencies. Within agreed overall resources, the Council will provide support to community and voluntary sector organisations, either directly or in partnership with other agencies. The Council will publicise the availability of support to the voluntary and community sector, together with the conditions with which applicants are expected to comply in making an application. In determining whether a grant should be made, the voluntary organisation will be expected to demonstrate how:- Its aims accord with the Council’s Access Fund priorities and objectives How much progress has been made from its own efforts in achieving its aims, including the raising of necessary resources The grant will improve the likelihood that the aims will be achieved, and represents value for money The Council will make assistance available in a variety of ways:- One off grants Indirect support, such as provision of Officer time and/or access to services After a grant has been made, the recipient will be required to show how the money has been spent and the extent to which the objectives of making the grant have been achieved The objective of this is to:- Satisfy the Council that the organisation is clear about what it intends to achieve Ensure that a proper timetable for completion/development of a project has been set Ensure that the project is related to the needs it aims to meet Provide targets against which the project can be developed Organisations should ensure that the terms and conditions can be met before accepting the grant. Every applicant must provide the information requested under the grant conditions within two months of the end of the financial year of the grant award. The approval of all grants will be as a result of decisions taken fairly and openly, with the justification and conditions attached to any grant clearly recorded. A list of all organisations receiving funding will be published. For further information, please contact: Traveldevon@devon.gov.uk   ## RTI Frequently Asked Questions *https://www.traveldevon.info/bus/rti/real-time-information-frequently-asked-questions/* What is Real Time Information? The primary function of the Real Time Information (RTI) system is to display when a bus is due to arrive at a bus stop, allowing you plan your journey more accurately. How does RTI work? Live bus movements are provided to the RTI server by the buses intelligent ticket machine. This data is then used to provide real time bus predictions for bus stops via on-street displays or our app. RTI system provides you with a countdown of live predictions of when the bus is expected to arrive. It is shown in the format of “XX mins” and will display “DUE” when the bus is arriving at the stop, allowing you to plan your journey with confidence. What happens when there are no Real Time predictions available for my bus? In the event that data from a bus stops being provided to the RTI server (e.g. faulty ticket machine or network coverage lost), scheduled times will be displayed for that bus, until the fault has been resolved. The scheduled times are displayed in the 24 hour clock format. Devon’s bus operators provide the scheduled data to Devon County Council and these are upload into the RTI system. Do all bus stops provide RTPI? Devon has thousands of bus stops. Unfortunately, due to funding limitations Devon County Council cannot install on-street RTI displays at all of the bus stops. Devon County Council has installed RTI displays at key bus stops. How does the council know if a display is faulty? The RTI back office constantly monitors the health status of the displays. When a display has lost communications or complete power the system provider is alerted through a fault management system. If you notice anything wrong with one of our displays please email devonbus@devon.gov.uk ## Running to work *https://www.traveldevon.info/walk/walking-to-work/running-to-work/* Running is the perfect way to get active – it’s free and you can start right outside your door! You can do it as little or as often as you like and fit it around your busy schedule. The number of people choosing to run to or from work as an alternative mode of transport has nearly tripled in the last two years. If you want to try running to work, read our tips to get started: Couch to 5k If you need a base level of fitness before you try to run your commute, try the Couch to 5k running plan – developed to help absolute beginners get into running. Couch to 5k works because it starts with a mix of running and walking, to gradually build up your fitness and stamina. Where to run How far you go depends on your level of fitness. When you are just starting out, it is advisable not to try to run further than you could walk. The route you run may not be the same as the route you would drive or even cycle. It may not always be the shortest route, but perhaps the least hilly or the one with the best views. You should also take into account additional considerations such as the surface underfoot. Use a running journey planner like Map My Run to map your journey to work and find out the time, distance, elevation and calories burned. It is a good idea to practice the route in advance and leave plenty of time to arrive, including time to run or walk at a lighter pace towards the end, so you start to cool down. When to run You might not run both ways. Taking public transport to work and then running back home means that no shower is required at work. You could bring in clothes for the week on Monday in preparation for running to work the rest of the week. What to take  Some people don’t like running with a pack, in which case a bum bag for essentials like keys and wallet is a great alternative. An airflow backpack will be preferable to avoid getting too hot. A hip belt will also help to keep the backpack in place. What to wear You don’t need to wear head-to-toe fitness gear, but it will be lighter and more practical. Look for wicking fabrics (which transfer moisture away from your skin) and outer layers with vents. An outer layer which can be packed down into its own pocket is useful if you get too hot and want to remove it. A good pair of running shoes will help you to avoid injuries. Make sure you have a head torch and reflective clothing if you are running after dark. Hygiene Take public transport to and run back home from work – no shower at work required Walk for the last 1km to start to cool down before you arrive at work Use a basin for a flannel wash Ask at a nearby gym whether you could pay to use their shower. Some gyms have shower only memberships Use dry shower products or wet wipes Running for leisure  Want to commit to running regularly but need that extra drive? Joining a running club is the perfect way to keep motivated. Most clubs have running groups for different levels, including beginners. Clubs are also a great way to find running partners to run with outside of club sessions and socialise with. Run Together is the national body for running. Use their website to find a local running group or route. Park Run is a free timed 5km running event that takes place every Saturday morning in countries all over the world. Register once, then turn up and take part wherever you want, whenever you want.   ## Service changes from 20th April 2025 *https://www.traveldevon.info/bus/latest-news-service-updates/service-changes-20th-april-2025/* Stagecoach are making changes to their bus services from 20th April 2025.
